Introduction

In the context of the above-referenced notice of expressions of interest, the ARAA has received questions and answers, in accordance with its procedures, this clarification bulletin is drawn up to answer questions received on February 3, 2025. This bulletin is distributed to all companies that have requested clarifications or have expressed interest in this opportunity, it is also published on the ARAA website www.araa.org on the page of the notice of expressions of interest.

1.Il is a discrepancy between the title of the procedure, which refers to the production of 5 educational videos, and the expected results, which indicate the production of 8 animated videos with a duration of 10 to 13 minutes in different languages, as well as the production of 20 tutorials with a duration of e 1 to 2 minutes, accompanied by their respective teasers lasting 15 to 30 seconds. Can you please confirm that this is an error in the title of the procedure and that in the financial offer we must take into account all the expected results mentioned in the ToR?

There is indeed a discrepancy. Reference should be made to the content of the ToR (available at https://bit.ly/4fCnR3g ). The teasers are only for 10-13 minute videos. Note that the content of the tutorials and the content of the videos must be fully coherent. The first being designed with individual use by field practitioners (via social networks and an e-learning platform) and the second with a more collective use during training sessions for managers of storage organizations, agricultural and rural advisors of the support-advisory and extension services of the ministries of agriculture, producer organisations or NGOs

The main objective of this mission is to produce high-quality animated educational videos based on the content already available, including the regional repositories on local storage. Do you think these animated videos can use illustrations, infographics, and motion design, as well as actual archival footage, or is it essential to film them in the field?

What work on the ground is planned? In which countries? How long should you consider filming?

We design field missions to allow the director to immerse himself in the realities, to capture real environments of local storage and to allow him to design script proposals and illustration projects. These missions can be usefully used to feed a bank of images, photos and videos. We are considering the following 4 countries in order to capture the diversity of situations: Ghana, Benin, Togo, Senegal. This may be subject to adjustment during the negotiation of the contract and the cost implications on supporting documents will be taken into consideration at this stage. Missions must be designed and organised to not exceed four days in the field per country, excluding travel days.

How do you expect the financial offer to be presented? The total cost of delivering all expected results, the cost per video or the team's fee?

It is preferable to present: (i) a table of fees (level of effort per staff and unit costs and total); (ii) a table relating to costs based on supporting documents; (iii) a summary table. Each of the first two tables will include the unit bases of calculation and the total costs. A final table will present the fees and the costs on supporting documents (according to a distribution key that you will define) for each type of deliverable ("long" videos and tutorials).

Is this service accessible to any communication or audiovisual agency with the required skills, or is it reserved for companies based in the West African or Sahel region?

It is accessible to any communication company that meets the requirements mentioned in the terms of reference, legally constituted and in good standing with the regulations to which it belongs. Service Providers are deemed to be informed of the rules applicable in each target country concerning authorizations for filming or audio-video reporting.

Each video produced in several languages will be subtitled in these 3 languages mentioned (EN, FR and PT) and the 7 'national' languages, or is there any plan to include voice-overs in all these languages?

As these are educational videos, voice-overs should be preferred for each of these languages. Additional subtitling is used for long videos for the hearing impaired.

In the case of subtitling, will the translations be carried out by the communication unit of the ARAA or will the service provider have to take care of this task?

 

The service provider is obliged to integrate these costs and to manage the corresponding subcontracted services

Target audiences: Do you have a detailed typology of the target audiences (literacy level, access to digital technologies, media consumption habits)?

The target groups are mentioned in section V1. And V2. terms of reference. They can be specified as follows:

The 10-13 minute educational videos will be used in facilitation or training sessions conducted by leaders, managers or trainers of producer organizations, by associations or NGOs specialized in supporting producer organizations, by technicians from the State support- advisory/extension services, etc. The audience for these sessions are stock management managers from producer or pastoralist organizations at the village or inter-village level.

The tutorials are specifically intended for the latter for individual use or in very small groups, on demand.

In both cases, it is necessary to adopt a very simple, very practical and understandable language, without being "infantilizing".
