Tenders to establish a shortlist of nutritional products’ suppliers for the ECOWAS Regional Food Security Reserve (RFSR)

The Economic Community of West African States (ECOWAS) Commission obtained financing from the European Union and intends to use a portion of the money received to make payments under the Project to Support Food Security in West Africa. Funding is implemented through the decentralized indirect management method entrusted to the Agence Française de Développement (AFD) and the Spanish Agency for International Development Cooperation (AECID).

The purpose of the Candidate’s Services will be to supply nutritional products (Plumpy Nut, Super Cereal, Super Cereal plus and fortified corn flour) to the RFSR.

The Economic Community of West African States (ECOWAS) Commission through the Regional Agency for Agriculture and Food (RAAF) invites applicants to bid to provide the above-mentioned services.

This call for Tenders is directed at companies operating in the sector of nutritional food production.

The eligibility criteria for funding from the AFD are specified under Article 1.3 of the “Guidelines for the Procurement of Contracts Financed by AFD in Foreign States”, available online on the AFD website : http://www.afd.fr.

The Candidates may submit only one application either individually or as an association. If a Candidate (including the member of an association) submits or participates in several tenders, they will be eliminated. On the other hand, the same subcontractor may be involved in several tenders.

If the Applicant is an association, the Tender must include:

  • A copy of the Association Agreement concluded by all its members.
  • A letter expressing intent to form an association, signed by all members in addition to a copy of the proposed Association Agreement.

In the absence of this document, other members of the association will be considered as Subcontractors.

The references and qualifications of subcontractors will not be considered in the assessment of applications.

Interested candidates must present evidence of their eligibility to provide the required services.  As such, this will serve as a justification to recent and similar services.

Similarity of the references will be analysed based on:

  • Size of the markets.
  • Nature of services: provision of nutritional products.
  • Geographical context: ECOWAS region.

The RAAF will also review the relevance of Tenders according to the following criteria:

  • To be regularly established.
  • Have a production capacity of at least a hundred (100) tons annually for a minimum of (1) one of the four (4) products/ batches.
  • Have experience in the delivery of the product in question for each selected batch of at least one hundred (100) tons in at least one (1) year in the last five (5) years.
  • Have certified financial statements and sufficient financial capacity (from own resources or mobilisation of bank loans): the supplier must provide all documentation to judge his financial capacity to execute an order.

The RAAF will put up a shortlist of up to six (6) candidates, pre-selected based on the tenders received, to whom it will send the Request for Proposals to provide the required services.

The tender documents must contain:

  • Bidding proposal.
  • Declaration of integrity, eligibility and environmental and social commitment provided in the Tender annex, duly signed.
  • Evidence of their legal existence.
  • If the company is made up of an association: a copy of the Association agreement concluded by all its members or a letter expressing intent to form an association, signed by all its members in addition to a copy of the proposed Association agreement.
  • Certification documents (company and/or product).
  • Information on their production capacity, ingredients used and their sources (suppliers and country of origin).
  • Information on the production process including the different types of inspection.
  • Evidence of delivery experience(s) in the case of institutional contracts (contracts, delivery slips, certificates of completion).
  • Copies of certified financial statements of the last three (3) years.
  • Information on the production times and availability (EXW) i.e. at its production plant of a minimum order of hundred (100) tons.
  • A street address where possible.

“Suppliers would be selected using the Quality-Based Selection (QBS) method. The criteria set out in the terms of reference will be the decisive criteria for selection”
