The Regional Food Security Reserve (RFSR) has been operational since 2016. It has dedicated governance bodies set up by ECOWAS statutory bodies, through a Management Committee and its Executive Bureau. The implementation of the operations of the RFSR is carried out by the ARAA through a dedicated division. All the detailed procedures (procurement, reception, quality control, storage, destocking, etc.) have been defined and are recorded in a procedures manual of the RRSA, in conformity with general ECOWAS procedures.

Since 2016, the various purchase operations through calls for tenders have provided the Reserve with a capital of more than 32,000 tons of cereals, stored in five countries (Burkina Faso, Ghana, Mali, Niger, Nigeria). On the basis of the RFSR's mobilization procedures, several interventions involving a total of more than 25,000 tons have made it possible to respond to requests from four countries facing crises that meet the Reserve's intervention criteria (Nigeria, Niger, Mali and Burkina Faso). In addition, a technical rotation of stocks stored in Ghana was organized.

The purpose of this notice is to recruit an individual consultant to conduct a study on the comparative economic analysis of the operations and organization scheme of the Regional Food Security Reserve (RFSR).

 

Objective of the mission

The general objective of the service is to conduct an evaluation of the technical, economic and financial performance of the operations of the ECOWAS Regional Food Security Reserve, from supply to destocking, in order to propose ways of optimizing the Reserve's operations and improving its efficiency for the benefit of the people of West Africa. The specific objectives assigned to this component 2 of the service are as follows:

  • SO 1: Based on the diagnosis made in Phase 1 of the study, make recommendations to improve the effectiveness and efficiency of all Reserve operations;
  • SO 2: Propose on the basis of the recommendations technical organizational arrangements that improve the efficiency of the RFSR and contribute to building a viable economic model for the Reserve.

 

Qualifications, skills and experience

The consultant will need to have the following skills:

  • Hold at least a Bachelor's degree in Economics or a related discipline;
  • Have at least 10 years of professional experience;
  • Have a very good knowledge of the food security issue in West Africa;
  • Have a very good knowledge of the West African regional storage strategy and/or national storage strategies in West Africa;
  • Have good references and experience in business model design;
  • Have a very good knowledge of national and regional mechanisms for the prevention and management of food crises;
  • He should have a very good knowledge of the regional institutions and actors involved in ECOWAP/CADP and in the implementation of the Regional Food Security Reserve;
  • Have a good knowledge of supply chain management;
  • Have very good writing skills.

 

Language

Fluency in one of the three working languages of ECOWAS (English, French, Portuguese) is required. Good linguistic knowledge (written and oral) of a second working language of the Commission would be an asset.

 

Location and start of the mission

The location of the mission will be determined according to the context. The mission will start within two weeks at the latest following the signature of the intellectual service contract.

VI. Selection method

The consultant will be selected according to the qualification-based selection method as defined in the ECOWAS Public Procurement Code. An interview session may be organized with a shortlist of pre-selected consultants.

Only shortlisted applications will be contacted. The ARAA reserves the right not to proceed with this expression of interest.
