Recruitment of an individual consultant to update the harmonized guide to health inspection and decision-making

Submission deadline:
  1. The ECOWAS Commission has received funding from the International Development Association (World Bank) to finance the costs of the Food System Resilience Program in West Africa (FSRP) and intends to use part of the funding to pay for consulting services.
  2. The purpose of this notice is to recruit an individual consultant to update the harmonized health inspection and decision-making guide.
  3. This Consultant must have the following qualifications:
  4. hold a graduate degree (master's or doctorate) in one of the following fields: agronomy, veterinary studies, quality assurance, agri-food industry, or any other related field.
  5. Have at least 10 years of experience working on food safety issues in the ECOWAS region. 
  6. Have a good knowledge of the World Trade Organization's SPS agreements.
  7. Have knowledge of national veterinary and plant production organizations in the region;
  8. Have participated in at least five (5) regional policy harmonization projects related to food safety, SPS, quality standards, etc. 
  9. Be fluent in both spoken and written English and French. 
  10. Participation in the process of developing the first version of the guide is an asset.
  11. The assignment is expected to require a maximum of 25 man-days over a two-month period, broken down as follows:

  2. Interested consultants are invited to refer to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers," July 2016 ("Procurement Regulations"), which sets out the World Bank's policy on conflicts of interest.
  3. Following the evaluation of expressions of interest, a consultant will be selected using the "Individual Consultant (IC)" method as described in the World Bank's Procurement Regulations for IPF Borrowers, July 2016, revised in September 2023.
  4. Expressions of interest must contain the following:
  • letter of expression of interest;
  • a detailed Curriculum Vitae;
  • certified copies of diplomas and certificates;
  • certified copies of certificates of assignments or services performed or any other document that can justify the consultant's experience.
