Recruitment of an individual consultant to evaluate the grant proposal and facilitate workshops, support implementation under the ECOWAS Rice Business Linkage program

Submission deadline:
  1. The ECOWAS Commission has received funding from the International Development Association (World Bank) to finance the costs of the West Africa Food System Resilience Programme (FSRP) and intends to use part of the funding to pay for the services of an individual consultant.
  2. The purpose of this notice is to recruit an individual consultant to evaluate the grant proposal and facilitate workshops to support the implementation of the ECOWAS Rice Business Linkage Program.
  3. The Consultant must have the following qualifications and experience:
  4. hold at least a Bachelor's degree in one of the following fields: agronomy, agri-food, economics or business management or equivalent;
  5. General professional experience (7-10) years in the ECOWAS region in the field of agricultural development with a focus on private agribusiness development;
  6. Experience of the rice value chain in West Africa;
  7. Experience in delivering business coaching for processors and agri- business;
  8. Experience in conducting market studies and developing project proposals and business strategies and plans;
  9. excellent communication and writing skills in English and French.
  10. The estimated level of effort is 96 man-days from the mission start date.

  12. Interested consultants are invited to direct their attention to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers", July 2016 ("Procurement Regulations"), which sets out the World Bank's policy on conflicts of interest.
  13. Following the evaluation of the expressions of interest, one consultant will be selected following the "Individual Consultant" method as described in the World Bank's Procurement Regulations for IPF Borrowers, July 2016.
  14. Expressions of interest must contain the following information:
  • letter of expression of interest;
  • a detailed Curriculum Vitae;
  • Legalised copies of diplomas and certificates or any other documents proving experience.
