Recruitment of an individual consultant to develop Financial Reserve procedures

Submission deadline:
  1. The ECOWAS Commission has received funding from the International Development Association (World Bank) to finance the costs of the West Africa Food System Resilience Program (FSRP) and intends to use part of the funding to pay for the services of an individual consultant.
  2. The purpose of this notice is to recruit an individual consultant to draw up procedures for the Financial Reserve.

The Consultant must have the following qualifications and experience:

  1. Have a postgraduate degree (Master 2) in a relevant technical field (finance, agro-economics, economics or a related field);
  2. At least seven (07) years' relevant experience in drafting and implementing policies and procedures (administrative, financial, technical, etc.) with an excellent understanding of the financial and banking sector;
  3. To have carried out at least 3 similar assignments involving the drafting of procedures manuals;
  4. Experience in project management and in implementing contingency plans;
  5. Excellent command of English and French.

 

  1. The level of effort required to complete the assignment is estimated at 45 man-days from the start date of the assignment.

  1. Interested consultants are invited to direct their attention to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers", July 2016 ("Procurement Regulations"), which sets out the World Bank's policy on conflicts of interest.
  2. Following the evaluation of the expressions of interest, one consultant will be selected following the "Individual Consultant (IC)" method as described in the World Bank's Procurement Regulations for IPF Borrowers, July 2016.
  3. Expressions of interest must contain the following information:

letter of expression of interest ;

a detailed Curriculum Vitae;

Legalised copies of diplomas and certificates or any other documents proving experience.

The expression of interest must be in the form of a single PDF file. The RAAA reserves the right not to consider applications that do not comply with the above submission requirements.
