Submission deadline:
  1. The ECOWAS Commission has received a grant from the International Development Association (World Bank) to finance the costs of the West Africa Food System Resilience Programme (FSRP) and intends to use part of this funding to pay for the services of a consultant (firm).
  2. The services of a consultant (firm) concern the “draw up/update a manual of administrative and financial procedures and accounting software for agri-food interprofessions ".
  3. The ECOWAS Commission, represented by the RAAA, hereby invites eligible consultants (firms) to express their interest in providing these services. This notice calls for firms with experience in drawing up manuals of procedures for administrative, financial and accounting management and procurement. These firms must have the following minimum experience and qualifications:
  • at least 5 years' work experience;
  • have carried out at least five (05) successful assignments in drawing up manuals of procedures for administrative, financial and accounting management and procurement procedures.
  1. To carry out the assignment , must have a staff of three (03) experts with the following skills and qualifications:

C1 : Chartered accountant, Project manager

  • Have at least a 5-year degree in financial and accounting management, finance, economics, business organisation and management, engineering or other related fields;
  • At least 5 years' experience in drawing up manuals of administrative, financial and accounting management procedures;
  • Have written at least 02 administrative, accounting and financial procedures manuals for development projects and programmes financed by international donors, in particular the World Bank;
  • experience in private sector development and particularly regional agricultural value chain organisations and regional trade in West Africa and the Sahel.
  • excellent writing skills in French and good computer skills (Excel, Word, Powerpoint, etc.).

C2: Procurement expert

  • You must have at least a 4-year higher education diploma in all fields and, where applicable, a certified professional qualification in procurement (CIPS or equivalent);
  • At least 5 years' experience in drawing up procurement procedures manuals;
  • Have written at least 02 manuals of procedures for the award of contracts for development projects and programmes financed by international donors, in particular the World Bank;
  • experience in private sector development and particularly regional agricultural value chain organisations and regional trade in West Africa and the Sahel.
  • excellent writing skills in French and good computer skills (Excel, Word, Powerpoint, etc.).

C3: Computer expert or software developer

  • have at least a BAC+3 in one of the following fields: business computing, software development or other related fields.
  • At least three (3) years' experience in software development and implementation of computerised accounting systems;
  • have carried out at least two (2) assignments involving the implementation of a computerised accounting system for public or private organisations;
  • be fluent in one of the three ECOWAS languages, i.e. French, English or Portuguese, and have a good knowledge of one of the other two.
  1. The total duration of the assignment is 60 working days from the date of receipt of the service order for the start of the assignment. The consultant will be required to carry out missions in the countries hosting the regional coordinating bodies of the agricultural value chain interprofessions and regional trade.
  2. As part of this assignment, the firm will have to carry out the tasks and provide the deliverables as described respectively in points 3 and 4 of the terms of reference.

  4. Interested firms s are invited to draw their attention to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers", July 2016,
    ("Procurement Regulations"), which sets out the World Bank's policy on conflicts of interest.
  5. Firms may join forces with other firms to strengthen their respective skills in the form of a consortium. In the event of a consortium, all members will be jointly and severally liable for the entire contract, if selected.
  6. Following the evaluation of the expressions of interest, one firm will be selected following the "Selection Based on Consultant Qualifications (SQC)" method as described in the World Bank's Procurement Regulations for IPF Borrowers, July 2016.
  7. Expressions of interest must contain the following information:

A technical proposal in the form of a single PDF file, including :

      1. A brief presentation of the firm and its experience relating exclusively to the service,
      2. An understanding of the objectives and expected results of the assignment and the methodology that the agency intends to implement,
      3. Mission schedule (fieldwork and production of various deliverables),
      4. A summary of the curriculum vitae of each of the proposed personnel, clearly highlighting: (i) their academic and professional backgrounds, (ii) their technical skills, (iii) a list of similar services performed, as well as the contact details of the reference persons for each of the services indicated.
