West Africa is one of the most vulnerable regions in the world due of its climate, demographic, institutional, economic, environmental context and means of subsistence. This region has more than 360 million inhabitants, of which 55% live in rural areas and rely on natural resources for their socio-economic development. Agriculture accounts for 29% of the Gross Domestic Product (GDP) of the region and constitutes the main source of subsistence for more than 60% of West Africans.
I. Context
The ECOWAS Regional Agency for Agriculture and Food created by regulation c/reg.1/08/11 of August 19, 2011 contributes to the implementation of the regional agricultural Policy, ECOWAP, whose vision is backed by modern and sustainable agriculture, based on the effectiveness and efficiency of family farms and the promotion of agricultural enterprises through the involvement of the private sector.
The Regional Agency for Agriculture and Food (RAAF) of ECOWAS Commission, within the framework of its activities including the implementation and coordination of projects and programs, hereby calls for applications from consultants specialized in public markets procurement with experience in the management of contracts for development projects funded by partners such as European Union, Spanish Agency for International Cooperation and Development (AECID), French Development Agency (AFD), World Bank, International Development Fund, Swiss Cooperation, and USAID.

Since early 2018, the AVSF-IRAM-INADES International consortium has been providing technical assistance to the ECOWAS Regional Agency for Agriculture and Food for the implementation of the Support programme for the agro-ecological transition in West Africa (PATAE).
The ECOWAS region has experienced endemic animal diseases, as well as challenges related to emerging and re-emerging zoonotic diseases that negatively impact on livestock production in the region. The loss of income and decline in livelihoods of pastoralists and small-scale livestock keepers due to animal diseases that result in low productivity and animal deaths cannot be underestimated.
