Adopted in January 2005, ECOWAP is the ECOWAS agricultural policy. This regional policy is a major reference in the implementation of the agricultural component of NEPAD in West Africa, ECOWAP/CAADP. It is the basis for the massive transformation of West African agriculture by 2025, in particular because of the predominant role of women in production and agroforestry and fisheries value chains, and the challenges related to youth employment in a context of unemployment and illegal emigration.

Nearly 80% of rural families in the Sahel are engaged in livestock production, which is the main economic activity for at least 50 million people. It is largely based on the mobility of livestock in search of adequate fodder, depending on the season. This mobility is progressively hindered by the shrinking and degradation of grazing areas. This is due to the expansion of cultivated land and has recently been aggravated by the closure of access for herds to certain southern countries (Benin, Nigeria).

West Africa is one of the most vulnerable regions in the world due of its climate, demographic, institutional, economic, environmental context and means of subsistence. This region has more than 360 million inhabitants, of which 55% live in rural areas and rely on natural resources for their socio-economic development. Agriculture accounts for 29% of the Gross Domestic Product (GDP) of the region and constitutes the main source of subsistence for more than 60% of West Africans.

The West Africa and Sahel region suffers from both structural and cyclical crises caused by droughts, epidemics, conflicts between farmers and herders, and restrictions on animal movements in several countries in the subregion, resulting in recurrent food shortages for humans and animals.
A sustainable transformation of the livestock sector is needed to meet the growing demand for animal products. There are several livestock feeding systems ranging from extensive pastoral systems to intensive production systems and agro-pastoral systems.

With the Management Agreement Grant signed between ECOWAS and the West African Development Bank (BOAD), ECOWAS received a Grant from the Adaptation Fund to implement the regional project “Promotion of Climate-Smart Agriculture in West Africa”, and intends to use part of these funds to make payments under the service contract (intellectual services) of a consultant for the regional coordination of the project (Contract No.: ARAA/PAIC/2022/SCI/08.
