The ECOWAS Heads of State and Government adopted, in January 2005 in Accra, the regional agricultural policy, ECOWAP, which constitutes the regional declination of the Comprehensive Africa Agriculture Development Programme (CAADP), the agricultural component of NEPAD.
Livestock and markets for animal products are important foundations for food and nutritional security and regional integration in West Africa. Livestock production areas are located in the Sahelian regions and the main consumption basins are located in the major cities of coastal countries such as Côte d'Ivoire, Ghana, Nigeria and Senegal. There are 3 major trade transaction and transhumance corridors at the same time, the most important of which is the central corridor that runs from Burkina Faso and Mali to Côte d'Ivoire, Ghana, Benin and Togo, Nigeria.

Within the framework of the implementation of ECOWAP 2025 and PRIASAN 2016-2020, ECOWAS received financial support from the Swiss Cooperation (SDC) as a contribution to the ECOWAS Regional Investment Programme for Livestock Development in Coastal Countries (PRIDEC).

The important role played by the fisheries and aquaculture sector in food and nutrition security and chronic poverty reduction remains under-recognized and undervalued in West Africa. For example, efforts towards the growth of the fisheries and aquaculture sector have been very insufficient during the first decade of implementation of the ECOWAS Regional Agricultural Policy - ECOWAP (2025 Strategic Policy Framework).
