The ECOWAS Commission has obtained funding under the Green Climate Fund (GCF) Preparatory Support Programme, and intends to use part of the amount to make payments under the ECOWAS Commission and Member States Institutional Capacity Building Project for Access to Climate Finance to Support the Implementation of the Agricultural Sector Priorities of the Regional Climate Strategy.
The purpose of the Consultant Services will be “Preparation of two (2) regional concept notes on agriculture with prefeasibility studies to be submitted to the Green Climate Fund while training key stakeholders in the ECOWAS region”.
Now, the ECOWAS Commission, represented by the Regional Agency for Agriculture and Food (RAAF) invites Eligible Candidates to express their interest in providing the Services described above.
- Eligibility et qualifications
This call is open to all Individual Consultants (in pairs), having the required qualifications as detailed in the attached Terms of Reference.
The attention of interested candidates is particularly drawn to Article 117 of the revised ECOWAS Procurement Code (“Fraud and Corruption”), which provides information on corrupt and fraudulent practices in the award or execution of a contract. Please also refer to article 118 of the same code, which sets out the ECOWAS policy on conflicts of interest.
The consultant required is a senior individual consultant. He will be responsible for mobilising an associate consultant as an expert in rural development, and meeting the qualifications below.
The senior consultant will work in tandem with the associate consultant proposed by him and under his supervision.
The qualifications and experience required for the principal consultant and the associate consultant are described below:
- The senior consultant, leader of the project
General qualification
|
- Should have a postgraduate degree (at least Master’s degree equal to five (5) years’ higher education) in economics, sustainable development, environment, environmental economics, project management, finance, management, geography, development planning, agronomy or any other field related to the issue of sustainable finance;
- Should have at least five (5) years' proven experience in environmental and sustainable development sciences (environment, climate change, sustainable finance, environmental economics, etc.).
- Should have at least one experience in mobilising investment for the agroforestry sector.

Relevance to the assignment
|
- Should have carried out at least three (3) assignments in the design of development projects relating to climate change or the environment;
- Should have carried out two (2) missions to set up and draw up rural development projects to fight against climate change submitted specifically to the Green Climate Fund and the Adaptation Fund;
- Should have one (1) experience in coaching in the preparation of climate projects, in particular those submitted to the Green Climate Fund and/or the Adaptation Fund.
- Should be multidisciplinary in the fields of financial engineering for climate projects.
- Should have a good knowledge of the procedures and conditions for accessing the Green Climate Fund.
- Should have a good knowledge of the issues involved in the Regional Climate Strategy and ECOWAP.

Region experience and language skills

- Should have a good knowledge of ECOWAS countries;
- Should be fluent in one of the official languages of ECOWAS: English, French or Portuguese;
- A working knowledge of another language would be an additional asset.

- The associate consultant: Rural development expert
General qualification
|
- Should have a university degree equal to four (4) years’ higher education in agronomy, rural development or equivalent field;
- Should have at least five (5) years’ experience in a relevant field of environmental sciences and sustainable development (agriculture, environment, climate change, rural development, agriculture, forestry, value chain, food security and nutrition, etc.) in under developed countries.

Relevance to the assignment
|
- Should have carried out at least three (3) assignments in the support and design of agricultural, rural and/or forestry development projects in West Africa;
- Should have carried out at least two (2) assignments in support of farmers’ organisations, preferably in the context of financing agricultural and/or forestry sectors;
- Should have knowledge of the procedures for accessing climate funds;
- Should have a good knowledge of the issues involved in the Regional Climate Strategy and ECOWAP.

- Should have a good knowledge of ECOWAS countries;
- Should be fluent in one of the official languages of ECOWAS: English, French or Portuguese;
- A working knowledge of another language would be an additional asset.

The application file is composed of:
- A duly dated and signed letter of expression of interest;
- Recent resumes (including the resume of the associate expert) detailing professional experience and similar assignments;
- Professional references from the contracting authorities with whom the assignments have been carried out (names, e-mail addresses and telephone contacts).

RAAF retains the right not to consider applications that do not comply with the above conditions for submission.
The consultant will be selected according to the individual consultant selection method as defined in the ECOWAS Public Procurement Code.
- General qualifications: 20%.
- Relevance to the assignment: 70%
- Knowledge of language and region: 10%.
Each expert will be assessed according to the scoring grid below and the overall score of the pairing obtained applying the following weighting: senior expert: 70%, associate expert: 30%.
