Since 2012, ECOWAS has had a regional food security strategy based on the complementarity of three lines of defence in the face of food and nutrition crises: local storage managed by local communities or producers' organisations, national security stocks managed by the States and, finally, the Regional Food Security Reserve (RFSR) created by the ECOWAS Heads of State and Government in 2013.
The ECOWAP 2021-2023 support program defines the scope and priorities of the ECOWAS Commission for continued USAID institutional and operational support to the Directorate of Agriculture. The Directorate's mandate is to guide policy development and direct regional programming to better enable agricultural development. Operational support is directed primarily toward advancing priority policy measures on intra-regional trade.

The Regional Agency for Agriculture and Food was formally established by ECOWAS Commission Regulation C/REG.1/08/11. It is placed under the supervision of the Department in charge of Agriculture, Environment and Water Resources. The Agency was created to facilitate the technical execution of projects and programmes, and to make DAEWR's actions more visible in the field.
The Economic Community of West African States (ECOWAS) has obtained funds from the West African Development Bank (BOAD) to finance the Regional Project "Promotion of Climate Smart Agriculture in West Africa" (CSA), and intends to use part of these funds to make payments under the service contract (intellectual services) of a consultant for the regional coordination of the project (Contract No.: ARAA/PAIC/2021/DOT/N°02).
