In West Africa, the consumption of high-quality rice outstrips local supply resulting in continued importation of milled rice from Asia to meet demands.  Increasing population growth, urbanization and changing consumer preferences have further widened the gap in supply, and no country in West Africa has been able to achieve rice self-sufficiency despite having the right agro-climatic conditions and water availability to meet regional demand.

As part of the implementation of the ECOWAS regional agricultural policy (ECOWAP), it appears that several West African countries do not have significant experiences in terms of social safety nets (FSS) consistent with national social protection strategies.

The objective of ECOWAP is to "contribute in a sustainable manner to meeting the food needs of the population, to economic and social development and to the reduction of poverty in the Member States, as well as inequalities between territories, areas and countries.” It is based on a vision, which takes into account the major trends in the regional agricultural sector, still characterized by low productivity and which requires transformation into "a modern and sustainable agriculture, based on the effectiveness and efficiency of family farms and the promotion of agricultural enterprises with

The Economic Community of West African States ("ECOWAS") Commission has received funding from the Agence Française de Développement ("AFD"), and intends to use part of it to make payments under the Projet d'appui à l'Offensive Lait en Afrique de l'Ouest (PAOLAO).

The purpose of the respondent's services will be to provide support to the Project Coordination Unit (PCU) at ECOWAS for the overall coordination and management of the project. The expected services are detailed in Appendix 1.
