Since July 2013, Ousseini in his capacity of Executive Director, has the responsibility of leading RAAF and its team in the implementation of the ECOWAS Agricultural Policy (ECOWAP) through the various projects and programmes. He was the first ECOWAS Commissioner for Agriculture, Environment and Water Resources from February 2007 to February 2012. As Commissioner, he led the development and part of the implementation of the first generation of the Regional Agricultural Investment Programme (RAIP) and the National Agricultural Investment Programmes (NAIP).
Before joining ECOWAS, Ousseini worked for over twenty years in his home country, Niger, at the Ministry of Water and the Environment. He held several senior positions, including Secretary General for the Ministry of Water Resources and the Ministry of Water and Environment.
As Hydraulic and Water Engineer by training, with a speciality in "water resources mobilisation", Ousseini's ambition for RAAF is to position the Agency as the reference institution for agriculture and food in Africa.
